Wish is a state verb NOT an action verb.  A state means something staying the same.  State verbs express meanings such as being, having, opinions and feelings.

Wish + past simple/could

This pattern expresses a wish for something in the present to be differrent.  We talk about something in the present that we regret.
Examples:
I wish I had that meat.
I wish I had more spare time.
     I wish I could drive.

Wish + would

This pattern expresses a wish about the future, a wish for something to happen, a wish for a change in someone's behaviour.
Examples:
I wish Peter would call me later.
I wish Tim would come to pick me up.
I wish you wouldn't  leave the door open.

Wish + past perfect/could have

This pattern expresses a wish about the past.  We talk about something in the past that we regret.  We cannot change what happened or didn’t happen.
Examples:
I wish you had heard us last night. (but you didn’t hear us last night.)
     I wish I hadn't dropped the meat.
I wish I had never bought this car.  It always breaks down.
Sara wishes she could have gone to the paty, but she was away.

We can use if only instead of I wish with the same use of tenses.
